Mr. Bray joined Bird + Bull in June of 1978 and received his professional registration later that same year.  He was elected to the position of Associate in 1980 and elevation to principal of the firm in 1997.  He has extensive experience in private development and municipal street and utility improvements.  Mr. Bray has expertise in conceptual planning, commercial, office, residential, medical and institutional developments.  As a principal of the firm, Mr. Bray directs the private development efforts of the company, overseeing project design, scheduling, client contact and quality control.


Brian Coghlan, P.E. 
Vice President - Municipal Services

Mr. Coghlan has been with Bird+Bull, Inc. since 1989.  As Vice-President of the firm, Mr. Coghlan oversees the public works project design teams and business aspects at Bird+Bull, Inc.  This includes managing tasks associated with public infrastructure including water, sanitary, and storm water utilities, street/roadway improvement projects, municipal planning, project funding, and construction management.  Upon earning a Bachelor of Science degree in Civil & Environmental Engineering from the University of Dayton in 1994, he began working full-time as a project engineer at Bird+Bull, Inc.  Mr. Coghlan received his professional engineering license from the State of Ohio in 1999, and advanced to the role of project manager and associate, prior to his appointment as Vice-President of Bird+Bull, Inc.  Mr. Coghlan is actively involved in numerous professional organizations affiliated with the public works industry including AWWA, ASCE, ORWA, OWEA, and, WEF.


Andrew Gardner, P.E., Leed-AP, CPESC
Vice President - Private Development Services

Mr. Gardner received his Bachelor in Science of Civil Engineering from The Ohio State University in June of 1999.  He began his career at Bird & Bull in September of 2000 as a Project Engineer responsible for private development projects.  Mr. Gardner received his professional registration in 2003 and was elected to the position of Vice President in 2015.  He has extensive experience in private development, single family residential projects, commercial and big-box developments, roadway design, and storm water management.  As Vice President, Mr. Gardner oversees private development project design teams, client contact, scheduling, and quality control.


Jay Miller, P.S.
Associate - Surveying Services

Mr. Miller joined C.F. Bird and R.J. Bull, Inc. in 1990 as an instrument operator.  Since becoming a registered surveyor in 2000, he has assumed the role of office surveyor.  His responsibilities include preparation of legal descriptions for properties, easements and right-of-ways, preparation of plats, compilation of field data into electronic format, coordination of intra-office surveying tasks, and coordination of field crew task assignments.
